HPC launch consultation on removing the health reference as a requirement for entry to the Register

Today the Health Professions Council (HPC) has launched a three month consultation to seek the views of stakeholders on removing the requirement to provide a health reference completed by a doctor for those applying to join the Register.

The consultation proposes that the health reference should be replaced with a self-declaration to confirm that the applicant does not have a health condition which would affect the safe and effective practice of their profession. This consultation will inform possible changes to the Health Professions Council (Registration and Fees) Rules 2003 and the guidance notes which support the application forms for registration.

The HPC set the standards that all people on the Register must meet and adhere to. It approves the education programmes that allow people to meet the standards and provide eligibility to apply to join the Register. The HPC require all applicants to provide a character reference. The requirements we set must be proportionate, reasonable and should not discriminate on health grounds.

HPC’s Chief Executive, Marc Seale commented:

“We are looking forward to listening to stakeholder opinions on the proposed changes to the health reference. Registrants are autonomous professionals and must be able to demonstrate insight and understanding, including managing any health condition they may have.”

“In light of this we must consider whether requiring a health reference completed by a doctor is the most proportionate means of finding out whether those seeking entry to the Register are fit to practise. We are looking forward to the results of this consultation and we very much want to hear the views of different stakeholders before any decisions are taken.”

The consultation will run for three months and closes 30 March 2010 after which the HPC will take account of the consultation responses before making a decision on whether to change the health reference requirement.
