RCSLT Wales plays key role in Welsh Government summit on youth justice 

The Summit, held on 24 January, was a response to the Senedd’s Equality and Social Justice committee report published last April – 60%: Giving Them a Voice Aimed at bringing together all key stakeholders working in youth justice to improve support for young people with speech, language and communication needs,  the event which shone a spotlight on the high number of young people with speech, language and communication needs within the youth justice system and the need to improve support.  The convening of the summit was a strong recommendation within the committee report and aimed to bring together key stakeholders working in the sector with the aim of formulating a new workstream looking specifically at the impact of SLCN on children and young people and the link to the involvement of most young people involved with the youth justice system. . Attending Youth Justice Teams were very keen to develop services, demonstrating their understanding of the value of speech and language therapy in the system. 

On the day

Key themes from the day included discussions on the barriers including availability and access to funding, difficulties in recruiting and training sufficient numbers of enough SLTs and the need to move upstream, improving how speech and language communication needs are identified and supported to prevent young people entering the justice system with unmet needs.  

Attendees  included representatives from all youth justice services in Wales, Youth Justice Board officials, a range of civil servants from key departments and leading academic in the field, Professor Karen Bryan.  Summit attendees heard about good practice in services in Milton Keynes and Neath Port Talbot and had the opportunity to discuss barriers, mitigations and opportunities. 

Head of Wales office Pippa Cotteril, who helped shaped the agenda for the Summit says: “We were pleased to play an important role within the summit and will follow progress very closely.” 

Next Steps

The Welsh Government is now preparing a report on the summit and considering future actions. which we understand will include realistic actions, measurable targets, and a timeline for their completion within the All-Wales Justice Board forward work programme. 

The RCSLT hopes this will include a systems approach , a potential workshop to improve data gathering and evidence in this space and further discussion around commissioning spaces for speech and language therapy courses in Wales

Roedd yr uwchgynhadledd, a gynhaliwyd ar 24ain Ionawr, yn ymateb i adroddiad Pwyllgor Cydraddoldeb a Chyfiawnder Cymdeithasol a gyhoeddwyd fis Ebrill y llynedd – 60% – Rhoi llais iddynt’. Mi daflodd yr adroddiad oleuni ar y nifer uchel o bobl Ifanc gydag angenion lleferydd, iaith a chyfathrebu o fewn y system cyfiawnder ieuenctid a’r angen i wella cefnogaeth. Mi roedd yr uwchgynadledd yn arymhelliad gryf o fewn adroddiad y Pwyllgor ac anelodd y digwyddiad at ddod â rhanddeilliaid sydd yn y gweithio yn y sector ynghyd er mwyn creu ffrwd gwaith newydd a fydd yn edrych yn benodol ar effaith angenion lleferydd, iaith a chyfathrebu ar bobl Ifanc a’r berthynas rhwng yr anghenion hyn a chyswllt y pobl Ifanc gyda’r system cyfiawnder ieuenctid. Roedd y timoedd cyfianwder ieuenctid a fynychodd yr uchwgynadledd yn awyddus i ddatblygu gwasanaethau, gan llawn ddeall gwerth therapi lleferydd ac iaith o fewn y system.

Ar y diwrnod

Roedd y prif themâu oedd yn deillio o’r diwrnod yn cynnwys trafodaethau ar y rhwystrau gan gynnwys argaeledd a mynediad i nawdd, problemau recriwtio a hyfforddi digon o therapyddion lleferydd ac iaith a’r angen i fod yn rhagofalus drwy wella sut y mae anghenion iaith, lleferydd a cyfathrebu yn cael eu hadnabod a’u cefnogi i atal pobl Ifanc rhag ddod mewn i’r system cyfiawnder gydag anghenion sydd heb eu diwallu.

Roedd y mynychwyr yn cynnwys cynrychiolwyr o bob gwasanaeth cyfiawnder ieuenctid yng Nghymru, swyddogion Y Bwrdd Cyfiawnder Ieuenctid, amrywiaeth o weision sifil o adrannau allweddol ac academydd blaenllaw yn y maes, Yr Athro Karen Bryan. Clywodd y mynychwyr am arfer da mewn gwasanaethau yn Milton Keynes a Chastell-Nedd Port Talbot a chawsant y cyfle i drafod rhwystrau, gweithgareddau lliniaru a chyfleoedd.
Dywedodd Pippa Cotterill, Pennaeth Swyddfa Cymru, a helpodd siapio’r agenda ar gyfer y diwrnod: “Roedden yn falch o chwarae rôl bwysig yn yr uwchgynghadledd. Mi fydden yn dilyn cynnydd yn ofalus iawn.”

Camau nesaf

Mae Llywodraeth Cymru bellach yn paratoi adroddiad ar yr uwchgynhadledd ac yn ystyried camau nesaf. Rydyn ar ddeall y bydd yr adroddiad yn cynnwys camau gweithredu realistig, targedau penodol ac amserlen am gwblhau’r camau gweithredu o fewn rhaglen waith y Bwrdd Cyfiawnder Ieuenctid.

Mae’r RCSLT yn gobeithio y bydd y camau gweithredu yn cynnwys ymroddiad i weithredu fel sail system gyfan, gweithdy potensial i wella data a thystiolaeth a thrafodaethau pellach am lefydd comisiynu ar gyfer cyrsiau therapi lleferydd ac iaith yng Nghymru.
